盼 = 分 + 目 : Pinocchio (p) has been occupying the anthill's toilet (an4) for quite some time now, and the Eye of Providence (目) seriously hopes (盼) for Pinocchio to finish soon. Because the moon has been gazed upon so much and therefore him being most experienced he volunteered to be the judge.
